Before the end of the 22nd century, it became evident that positive discrimination between two types of criminal was obvious and necessary. Even towards the end of the 21st century, most governments had positively discriminated between the psychopath and the sociopath, or the thief of greed and the thief of need.

The first type simply enjoyed being a criminal, and no amount of punishment or re-education could convince him to change his ways. The other type, normally born into criminality, simply had to be offered another viable means to survive and they would jump to it at the first opportunity.

Of course a third type had then evolved to take advantage of this solution to the problem of criminality. The third type was simply a sub-type of the psychopath, but following the rules of nature, it would masquerade as the sociopath, donning the correct psychological disguises, such as overly overt religion, or high-handed capitalism. The organized psychopath had long since been a social niche in which the upper echelon's of the psychopath had been able to survive and multiply.
Before the formation of the Central Cyborg Command Database after the cyborg pogroms during the 23rd century, criminals traversed the worlds of humanity, freely living like parasitic cannibals off their own species.

In the formation of frontier worlds, justice could not afford lengthy psychological analysis, and the frontiersmen themselves often resorted to a swift karmic sense of justice, the intention of which was not retribution, but complete absolution.

The criminal must not have the capacity to commit the criminal act again. And this was often done in such a way that deterrence was also at an optimum.

It was on the frontier world of Eista in the Arcturus system that rape had become a problem. This was due to the extreme psycho-social pressure of being in a new world, with decreased gravity, ammonia-rich atmosphere, and a gender ratio of 9 to 1.

Still these appalling conditions called for more resolve, not less. One of the Delta engineers had been a problem case for years, eventually even extreme demotion had resulted in him committing repeatedly the crime of rape.

Lacking the resources for the costly process of life imprisonment, the Cyborg crew devised their own short term solution to the problem.

One of the advantages to being in a frontier world is that one had access to the best medical practices of the time. To survive the ammonia-rich atmosphere of 22nd century Eista, cyborg alterations had to be made to the the nasal passages, throat, and lungs. This was routine treatment, but it required even the most rudimentary outposts to have the most sophisticated medical laboratory on immediate standby.

So the frontier world justice system, which comprised mostly of medical engineers and terrestrial engineers, came up with a creative solution. And, after this creative solution was administered to the particular Delta engineer, and the story got out, it was so successful an antidote to the problem that it did not need to be implemented, as fear of the consequences all but eradicated the problem of rape through-out the known galaxy within a very short time. Before the plans for such implementation could even begin to take form.
Drone Delta H50-DH was without freedom, castrated, put on hormone treatment, and shacked up as a Pleasure Drone, in the nefarious red light district of lower New-New-Amsterdam, in the illegal alien quarter of the Free Zone. His life support was reduced to cable only, meaning that he could not leave without cutting off his ventilator and inhaling lethal amounts of ammonia.

When the Eista ruling body was set up some decades later, Drone Delta H50-DH, was sent back to Sulbrachius where after various attempts at rehabilitation the Drone was voluntarily euthanased. Those were of course early days in Cyborg technology, before the formation of the CCCD protocol, and before the invention of black-light-radience.
